Main changes are the following (as per September 9, 1999):
The let service is in play
If, when serving, the ball touches the net and passes to the opposite side, the play continues.

Touching the net
Touching the net is not a fault except when playing the ball or interfering with the play.

Time-outs
In normal play: all time-outs are for 30 seconds; each team has two time-outs per set.
In official FIVB and World Competitions: all time-outs are for 60 seconds, and 30 seconds in the fifth set.
- In sets 1 to 4, each team has the right to call only one time-out, and there are two technical time-outs: when the leading team reaches the 8th and 16th points.
- In the fifth set, each team has two 30 second time-outs, but there is no technical time-out.

Intervals between sets
All intervals between sets are for 3 minutes. The interval between 2nd and 3rd set may be extended up to 10 minutes by the competent body at the request of the organisers.
